Recently the Dallas Morning News has been reporting on changes along Ross Avenue and has mentioned Bryan Place in several articles. One article in particular discussed the upcoming City Plan Commission hearing on the creation of a new sub-district for Hinga Automotive Repair.

The story might have led readers to believe the BPNA was singling out Hinga’s to force them out of business. That is not true – the BPNA is trying to make sure the zoning for Bryan Place Special Purpose District (PD-298) is consistent, and not changed based on the desires of each individual landowner in the area.

The auto-use regulations were created after numerous meetings with stakeholders before they were enacted in April 2005. All land with auto-uses in sub-district 1 along Ross were given 5 years (until April 2010) to convert to other uses.

With the exception of Hinga’s and one other business that has an extension to 2014, all of the more than a dozen auto shops in question have stopped operating at their previous locations. Hinga’s April 2013 deadline was established by the Board of Adjustment based on Hinga’s own request for three additional years.

In the opinion of the BPNA board, the current request for a permanent zoning change so that auto-uses can operate indefinitely on Hinga’s property under Special Use Permits is completely contrary to the previous agreements, and is unfair to the other landowners who complied with the zoning.
